Is the "NJS" and serial number just stamped on the paint or is it actually engraved onto the bottom bracket shell?

Best way to remove surface rust from fork and chainstay dropouts?

Frame seems to have minor rusting on the fork and chainstay dropouts. Any thoughts on the the best way to remedy and prevent it? Steel wool?
