tire size help

my cousin has 700x35mm tires on his bike now and would like to go to a smaller tire. his rims are on the wider size, so 23mm is out but whats a good size for him? ....25mm.....28mm.....?

FIR rims, suntour sprint components, Bianchi labeled cranks (original ones I think).
got it for $280

pedals and straps...

I don't know....what ever ones came with the bike back in the '98-'99 era. If the rims had markings on the side it has been long rubbed off be the brakes, lol. (just measured and the rim is just over...
