Thanks everyone for the feedback. I'll look into the Kool-Stop pads...shame that these vintage pads are not going to be useful, as I inherited two complete sets with the bike.

I have inspected the bearing surfaces and they look pretty good to me. I think the "divot" was just grease...a lousy photo. Also, a magnet sticks to the lockring, but not the adjustable cup. I did...

Its possible that there could be more than one problem...as SurferRosa pointed out, the adjustable cup sits far outside the BB shell...when I try to screw it in further, the spindle will not turn...
