Broken Columbus Fork

I noticed my stearing was feeling pretty mushy, and so when I got back home I took a look at my fork. This is what I saw:

Sealed Bearing Hub Rusted Stuck

I came across a Miche Track Hub with sealed bearings. One side spins perfectly, the other is comlpetely stuck. I pulled off the dust cover and it appars to be rusted shut.

It has ball bearings...
