Ya, that Clean Streak is good stuff. Brake Cleaner would work too, even WD40.... whatever you have on hand. I think in your area a wet lube would be good, but leave some on the chain, doesn't hurt...

I always do Top-Down, as the 3 bikes I purchased in the 70s came wrapped this way.... I use Front -to-Back..... as my grip tightens the tape this way.
Usually takes a bottle of wine to complete...

I have purchased machine made wheels at good prices, but the tension is all over...
