Looks to me like it was masked off so the skewer was seated on bare metal, and like any industrial process the cost of doing it so it looks like it was done carefully wasn't deemed appropriate.

The Schwalbe blue tape is next level from Velox. Super strong and doesn't absorb water. Only thing is getting the valve hole in it as it's so tough. Helps if you can pre punch it.

I would have said you have too many spacers. Depending on the clearance, the pads should tuck inside the frame and forks., Yeas, that's a PITA but you'll bend the pivot bolt otherwise.
