You can shorten your bars by cutting off an equal amount from both ends. A hacksaw will zip through steel or aluminum h'bars. Then just file off the sharp edge. A quick and easy project.

Big deal on the dent. So long as the frame is still straight, it's just aesthetic damage. That's what is nice about steel.
Also, 700c with 130mm spacing definitely beats out 27" 126mm in my book....
