I can't answer the Ortlieb/ rack compatability issue but the Blackburn rack SS-1 (non adjustment type) is very solid. I bought one in 1988 and used it for ~20 years with no issues at all.

Try using a steel alloy 10 x 32 aircraft bolt, maybe with a nylon lock nut (they'll fit through a 5mm braze-on). They're much stronger than a stainless bolt and will probably never break.
