I'm all for saving components where possible but a pitted BB spindle with an unknown history with loose cups could have created uneven wear patterns that might be part of the issue.

I use shift cable to replace them. The little barrel gets the head of the cable and goes into the little hook arm. Then the other side gets pinched down with the bolt.
