I'm all for saving components where possible but a pitted BB spindle with an unknown history with loose cups could have created uneven wear patterns that might be part of the issue.

Tubulars only came in 700c diameters. Your brakes look like they might have the 4mm downward space for your brake pads to move down to accommodate the diameter difference between 27 and 700c.

Ok. If you've you've 126 dropouts you may be able to squeeze a 130 wheel in there without cold setting. Many frames of that era came as 128mm.

To go up to 9 speeds you may need a new rear hub....
