1979 Trek 710 650b - two small issues

The only issues I have with the bike are:

1) The Tange headset is finicky. If I tighten it just barely enough to take the little click out of it (when I apply the front brake and push it forward)...

It's a standard 12-32 7 speed cassette. Most of my rides are through rolling terrain, 400 to 600 feet of ascent per every 10 miles. 1000 feet + per 10 miles is possible, but that is not the norm.

The 3xx and 4xx Elance frames are a really good choice for updating - 531 steel but usually cost a bit less than the 6xx and 7xx.
