Does any part of your body come in contact with the shifter cable?

I think the pads and brake surface might have a layer that has to be broken in. Give it some time and it might go away or you can try sanding a layer off the surface.
Also, what pads are you using?

I'd say go with the same or similar model derailleur so you won't have too many compatibility issues. A used one might be cheap-ish (maybe $20?)
You might also need a chain tool to remove the chain...
