What I did is to wipe the frame with a white scotch brite pad with plenty of wd40 as a lubricant. This works well and it's quick. You need to be careful with decals that are not clear coated over.

It looks to me like somebody sprayed concentrated degreaser(alkalic) on it for the cleaning purpose. Wiped it but didn't wash it. So the degreaser clings into the gap between the flange and spokes....
