Get some frame saver inside it to prevent rust. I'd say gradually build it up with period correct njs stuff as you can afford it. It'll take much longer and be more expensive, but that frame needs it.

Exactly. The 75 BB is higher quality than the shimano bb, although not as low-maintenance. A sealed bearing bb like the shimano is great for the street but IMHO is not worth $200 with the cranks/ring.

you don't need the lockring on the non drive...

you don't need the lockring on the non drive side. Just thread the non drive side cup in until it is snug against the bottom bracket inside the shell. There should not be any protruding threads.
