You can but it will be like riding a trials bike. You will not get any speed at all. If your running a 16t you should get around a 44 for the front.

Good luck on getting that stem out. looks like he used the wrong sized allen wrench more than once. id say pass its messed up to agree on a deal and then back out asking for more.
