Phil says they make cartridges for a 63mm wide shell. That’s only 1mm off on either side from yours. The Phil cups are shoulderless so you’ll be able to tighten it just fine.

It’s the only way to get bars close to saddle height with a normal quill stem. A Technonomic is unacceptable.
