You'd probably want the 55 which is around 58cm on the seat tube. I own a 57cm Flite 100 (same frame) which runs 60.5 ctt. The 60 would definitely be too big for you as it runs a 63cm seat tube.

Get some rubber cement and super glue, mix them together. Take a 1" PVC pipe and use the mix and glue it to the top of your fork. Wait for it to dry then take it to your lbs and have it threaded....

Not bad for a first real build. I'd upgrade cranks first then maybe seatpost. A Brake is obviously optional but if you feel you need one of those as well grab one and slap it on. A little ways down...
