Unfortunately those bars have a bulge there that wont let the clamp mount any further down. As for not being functional.....it's functional enough to stop the bike when I squeeze it. :)

That's the way some of them were designed back in the 80'x bmx days. I actually grab the inner section because the outside bend isn't too comfortable.
