I'll hazard they are the guides for the bottom bracket facer. One for English, French and Italian. You screw those in to the bottom bracket, insert a rod which locates the cutter.

Some types of bar tape can get very slippery from sweat. I will never ride without gloves in the summer because there's such a risk of my hands slipping off the bars. And that's a disaster at speed....

A "missing link" designed for a 1/8" will work for a 1/8" chain. It's a bit more complicated with 3/32" chains, since these vary in width depending on whether they are designed for 8, 9, 10, 11, etc....
