If you're spinning 97 rpm up hill, you're in the wrong gear. Try a smaller sprocket that requires a cadence of 75-85. On minor slopes, I get out of the saddle and keep a cadence of 60-75.

Personally, I would spend it on whatever makes you more comfortable on the bike. Might be upgraded contact points or a nice winter jersey and gloves (assuming you're in the northern hemisphere).
