I agree - the new 520 is a pretty good value out of the box. While it is slightly over the budget at $1680 USD list it does come with front & rear racks which you will need anyways.

At the very least your rear wheel should be 36 H as the majority of weight is on the rear wheel. If you are putting any kind of real weight on your front rack then make the front a 36 H as well...
