No. It is solid. I don't know why the carbon stay is short there. I have been riding the bike for 8 years with no issues.

The bar tape is Newbaum's green that is a bright "kelly" type green. I brushed on two coats of amber shellack. It could probably use a third coat, but I will let my hands darken it up over time.
