Riding in Hamamatsu, Japan??

Hello all,
I'm going to be in Hamamatsu beginning early March continuing through mid April. I would like to know how hard it is to get outside the city and find some good open road riding. Any tips on local regulations (lights, reflectors, helmets, etc.) would be appreciated as well as an idea of the weather for that time of year. I'm searching the forums and will be doing some Internet searches but so far the only thing I've found about Hamamatsu on this board is a story about a motorcycle rider tearing his leg off on a guard rail. Hopefully I'll fare better than that.
