The problem with many, maybe most, designated "bike trails" in Taiwan is that they are built around a small tourist attraction or scenic area, are usually short, and don't connect to anywhere else.
Maybe I'm wrong, but it seems like you are just copy-and-pasting information from a Taiwan government website.
