I think that photo was from the cyclist episode and he was not all that supportive of cycling! (Jeremy Clarkson, the ex-presenter of Top Gear).

He's a professional smartass and a bit of a bully, so working from the context of a show geared to motorheads, it's only natural he rags on cyclists, even if he occasionally cycles in real life. Obviously, I don't support that, but I can see where it's coming from. There's a lot to mock about road cycling culture, so he butters his bread with it.
