I doubt it's stuck. Probably the only part that wouldn't fit on the frame he moved all the other parts to. I'm sure they'll tell you whether it's stuck if you call.
I wanna know why you don't get the rest of the headset, since cups are still in frame. Pic too crappy to tell if crown race still on fork.

This is a rare bike indeed - Romic bikes are a local favorite and for good reason. Beautifully hand built, this bike will definitely be noticed on your next ride. This one is a 50cm bike with a 54cm top tube, was crafted of Reynolds 653 tubing and has Reynolds dropouts and fork crown. It features Shimano 600 components - crankset, derailleurs, brakes, levers, shifters, rear hub and freewheel are all Shimano 600. The front wheel is a Mavic Cosmic. Tires are Specialized and are like new. Bar wrap is new as well. In the pictures, the positioning of the brake levers is a bit too low - I've fixed this. The MS150 is just around the corner, and this would would be a great bike to make the ride on. I recently cleaned repacked the bottom bracket, changed the derailleur cables, and adjusted the brakes and derailleurs. This one is ready to go. Call 713-498-6790 with questions.
