If the front wheel isn't fully seated in the dropout when you tighten the QR, the wheel could later get pushed into place and the skewer would no longer tight enough. I find it best to insert wheels while the bike is on the ground. Properly inserting the wheels while the bike is in repair stand is difficult.

The fork can also easily lift off one side of the front axle if the bike is leaning slightly while closing the front skewer.
