A quick google search seems to indicate there is a setting. It's always an adventure when you are adjusting a setting that is set to be too responsive with the affected device.
Is it possible to use normal a bluetooth keyboard and mouse with an apple tv? Another quick google search seems to indicate that game controllers and keyboards are no problem with recent versions. If I had one, I might have to go with alternate controllers. Google helpfully serving me up answers from 2012 when it wasn't possible.
