Tubes do deteriorate in time, so don't buy for too many years ahead.

Same as above: bar wrap, tubes, tires, chains.
Bottom brackets wouldn't have been on my usual list but when a local shop was blowing out Shimano BB-UN55's for around $7, yeah, sure, why not, bought three in common sizes.
Ditto, 9 speed chains. Not on my usual stock up list, but I picked up a couple of Shimano brand chains for a few bucks each. Maybe I'll see how they work on my Bikenstein, which has a mishmash of 7-speed cassette, 8-speed rear derailleur and 10-speed chainrings. Because... diversity.

I have a constant trickle of bikes through my shop. So, I can't be waiting around for consumables. I try to keep a hefty supply of drawn steel cables, lengths of housing in various stock colors, bar tape, chains (8 speed through 11 speed) saddles, tires, tubes, rim strips, and sundry bobs and bits like cable crimps, ferrules and brake pad inserts. If a bike needs a freewheel or cassette, then I order it immediately upon check-in and exam of the bike.

With geo-political unrest, I imagine all rubber and metal consumables would come at a premium or not be immediately available if a Pacific war occurs.

I have one particular bike that I'm keeping forever. I bought a set of Kuota CK30 carbon cranks for it that originally cost $500 on ebay for $180. Kuota went out of business. I liked them so much that I bought a second set just to have in the future.

I just bought a spare pair of road shoes (same model as my current ones) because they were on sale at a large discount and I really like them. But usually it is clothing I mainly buy when I see a great deal. Bibs especially as you can’t really have too many!

Bicycle consumables are already about as inexpensive as they'll get. I just shop around for the best price when I need them.
I do keep a couple extra tires and maybe a half dozen tubes, but even if the tubes were free, I'd not be saving much money.

Are you in goat head territory? Staying up north like we did, they were not an issue. One of my 3 flats (in MN) was caused by a large screw I ran over. One member of the cross country group (I rode home solo after the cross country portion) something like 5 miles from the finish of the trip. I was riding with her and another member of our small group. What a bummer that was.
