A good write-up. Also explains a bit.

I had heard it was almost twice...
McNulty, 18, had already lapped the Pro 1/2/3 field twice in the Verrado Velo Crit near Buckeye, Ariz. on a short technical course when he clipped a pedal going around a turn and then crashed into a metal barricade, slicing open the top of his hand.
“I was having fun until I clipped that pedal,” McNulty said. “Ouch.”

We first did VOS about 8 years ago and every year since, so it has always been a great tradition. I will miss it.

i know you realize that this is not just about last place in the TT but also having the TT in the legs....

Still it's not uncommon to throw the TT as much as time cut allows and save the legs to help the team leader in the crit.

I have posted several times. If the Chief Referee OKs it, it is not breaking the rules. Particularly when done in advance/before the race. My issue is when there is a rule variation after the violation occurred. Still, even after a Chief Referee decision.
Your point about fresh legs is correct and significant, and put in the request is he would be riding without a team. But sure, it is an advantage in the RR. That he's not really up for this kind of race right now is moot.

nevertheless, we could argue that it is still miles in the legs and time in the sun, however minuscule an effect that might have.
you've expressed frustration in the past about unequal application of rules.
yes, you might get permission for this, but it's asking for an exception. maybe this should be available to everyone?
or maybe there should be a separate category for 'kids who can't make a stage due to <a test / military service / religious beliefs / whatever>"?
i think if the coin were flipped and the chief referee OK'd an exception request that was not made totally transparent to every racer, you'd be upset.

From the 2016 technical guide.
If you have a flat in the TT you can either fix the flat yourself OR
you can wait for the sweep vehicle to pick you up. Do not ruin a
wheel or endanger yourself or others by riding a flat. After
verification by an official (blue shirt), the rider will be awarded the same time as the slowest same
category racer completing the course and may start the road race stage.

now, there may not be a time-cut, but the above doesn't prove it.

I'd be fine if it were available to everyone. Pay a stage race fee. Get last place + whatever time. Start the RR.
Seems like a win for the race and riders. I don't like exceptions that would not be available to everyone.
It is very easy to make transparent in the Chief Referee COMMUNIQUE’. Just one of the multiple bullets. And I expect this will be done. Something like -Rider 235 was allowed to miss the TT and start the RR with the last place time.

generally speaking i believe there should not be time cuts for amateur stage races--as long as riders ride the stage. yeah, this could create some weird situations with riders, but most often amateur riders are paying for the race and traveling sometimes great distances to get there; just let 'em continue.
the communique example is not a good one because it comes out when it is too late (either too close to race start or after the race of the day) for others to do something. so, this is an advantage that others would not be able to match. isi the military a more valid excuse than having school on friday (or any number of reasons)? that's debatable.
again, if the coin were flipped and other riders got out of some physical demand (and it was a situation that you cared about / where your son was competitive / junior selection or whatever), i think you'd feel different.

I'd say all excuses are the same.
This is a sport where the Chief Referee decides. If nothing is covert, and nothing is hidden there is/are no ethical issue/s. Ask for whatever you want. If the referee allows it - it is fine. It does not need to be fair (citing junior gears).
