Yes, this looks (and is) wacky, but I have to admire the motivation to design and build these sort of projects. This one is a prototype that doesn't work anything like what the builder intended. I hope he (or she) wasn't discouraged because it is this spirit that leads us to the future. Contrast this "repurpose" to the trend to just discard when the tires are flat.
