Tubeless install headaches - what am I doing wrong?

Update:
I removed the old tape, cleaned up the wheels and installed new tape. I used 23mm tape on these rims that measured 19mm internal.
The new tape was more transparent than the stuff I removed, and I was able to stretch it super tight on the rim and kind of work out the air bubbles as I went. I only did one wrap on it, overlapping at the valve stem by 6" or so.
The rest of the install was a breeze. The tires seemed easier to get on the wheels. The new tape was more shiny/slick so I think that helped the tire beads slide onto the hooks. I was able to fully seat both tires on the first try using the Airshot and spraying down the sidewalls with some soapy water. I then deflated both, added sealant through the valve stems, installed cores and re-inflated to around 50psi. There does not appear to be any air leaks, and the install really wasn't any more difficult than installing regular tires with tubes.
