Perhaps these are showing up in the US more recently. Last month I saw one of these valves for the first time ever and I’ve been in the bike business for over 20 years. A customer wanted to air up their tires of their new bicycle. They asked if I could help air up their tires. Right in front of them I inadvertently removed the valve core which promptly let all of the air out rendering the tire completely flat and my ego slightly deflated I had never seen one before and I was not sure how it worked. I screwed the valve core back in and proceeded to pump it up using pump head for a presta valve. To my great relief, and to the relief of the customer as well, the pressure held when I removed the pump head. I’m glad to have found this post to learn more about this valve type.

So I reckon if a presta-headed pump will inflate the tube, the valve core must be opened by pressure rather than spring-loaded. Interesting idea; the advantage of being pressure-opened, without the risk of the core getting bent by mis-use of the pump head that's inherent in a presta.
