When a customer is placing decals on their own frame, they will want to use vinyl decals after the new paint or powder coating is finished because they are durable. I'm assuming whether they choose glossy or matte has to do with matching the new finish they chose. If they are going to have the frame professionally wet painted, then the decals want to be as thin as possible. It is popular now to bury the decals in clear paint and sanded smooth so there is no bump between the decals and surrounding paint when the final clear coats are applied. This is an extra expense. Putting wet clear coat paint over thick decals is not attractive.

Also some have uv protection if going over the clear.
