It seems to me that, as a national bike culture, the French bikes tend to have longer top tubes than English ones. Many French vintage bikes have a 59 cm length, while the "standard" in England for this time was 57 cm. I have several 63 cm frames (the largest ones), and some a bit smaller. The French ones all have 59 or 59.5 cm top tubes, and the English Raleighs, a 70s Bob Jackson and a Falcon all have 57 cm. Some other English frames I have (smaller production constructors) go to 59, though.

Top tubes on French Bikes

Funny that you should mention top tube length. My Bertin C-37 frame has “only” a 57cm top tube, the shortest top tube of all of my bikes!

I’m holding on to it until I can find another French frame that has the 60cm top tube length of the PX-10 and the 65cm CTT seat tube length of the Bertin!

You may have to repair to an 'establishment' or two (or twenty) as you wait--it could be a while! Maybe you could find a Rene Hearse, the stretched (top tube) variations of the standard Rene Herse randonneur model....
