I don't know if I would call it rare... a car is stolen in the US every 43 seconds, some 700,000 plus cars a year. What I found interesting is that only 11.8% of the thefts were "cleared".

Perhaps if better insurance for bicycles existed, along with electronic tracking AND people would lock them properly the rate might go down. Interesting article on it here.
