Don't underestimate the simple baggie if it hasn't been mentioned yet. In cold weather I wear them between sock layers otherwise just over the outside sock. Works for me. I only have a half hour commute though.

I was going to say that the wool socks might be the best solution if you're not also wearing rain pants, a rain coat, and something waterproof on your head. Otherwise, even with waterproof shoes water just runs down your leg and into the shoe.

I did quite a bit of research on winter, cleat compatible, boots last winter. If I were to buy a pair I'd get these:

Answer Kashmir

They can be had on eBay for $110.

I have those...but I only use them when the temps dip below 15F or so.
Above that, they seem like overkill.
