Even with a conventional rear hub like a Shimano rim brake hub, your NDS tension will be 42% of your DS tension. Most quality rims can take 130kgF of tension on the DS which gives you 55kgF on the NDS - plenty adequate tension. I have wheels I built this way, one set which now has almost 10K miles and I have never had to adjust trueness after the initial build.

Recently used Parks on-line tension assessment tool. Worked out great. I was able to tension the spokes to within 5%. It's been a number of years since building a fresh wheel so I was very satisfied.
