Planning a tour in the winter is especially audacious. The Last Winter Tour of the Willamette Valley was a great example. We risked having rain, even snow, but the Bike Gods parted the skies and gave us sunny, yes cold, but sunny days. We all had a grand time. As stated earlier in this thread, we had an inch of rain hit us on day 3 of the 2019 TdMIL. Miserable though that was, overall it was a grand time.
Here's the current forecast:

If I was on that tour I might suggest a ride from wherever we’re staying in Tomales, over to that pub, wobble back home later in the day.

I'm calling this early, we're go for takeoff. If I'm real lucky, PDX will be closed for snow, my flight home will be cancelled, and @davester will convince us to just keep heading south on Hwy 1 so he can relive Tourica, which he missed.

The sudden lack of a challenging forecast is (almost, but not really) disappointing. I was about to head out to the garage to add fenders to the Raleigh, but that seems so unnecessary at this point. However, if I do put fenders on you know that would absolutely ensure that we would not have a drop of rain.
Put on the fenders, leave the canolli. Andy will find more on the route.

From my vantage point here in Palo Alto, I'd say the weather gods are not playing fair. I think I watched your entire 0.3 inches of predicted rain fall in the last 15 minutes. Stay as comfortable as you can and have fun!
