Very little of this seems plausible.
1. OP bought the bike from a "non-menacing older man," but later he's a "culprit" who lives in a "spooky place."
2. The website that was previously locked is suddenly unlocked, and it miraculously lists the owner's phone number.
3. OP tracks down the owner and drives the bike to her, but offers no details about the owner's reaction, gratitude, or questions.
4. The "culprit," his home address known, never gets reported to the authorities.
5. The OP now has neither the bike nor the money, but "the important thing to remember is we're lucky to live in a land where we can talk about this freely."
If this sounds legit, I've got a Rolex to sell you.

1. "Culprit" is your word. OP didn't use it. What's inconsistent about a non-menacing person living in a "spooky place"?
2. You never have trouble logging into a website? I've even had this one have transitory login problems. What's miraculous about someone posting their phone number? I've seem people plaster the neighborhood with posters with their phone numbers on them when they lose their pets. How is this different?
3. So? What is this, a deposition? Is the owner's reaction particularly important to the story? What does this have to do with credibility? Do you have a secret formula for the level of detail we should know about?
4. Some people don't like dealing with the police. Go figure.
5. SO? What the hell is your point about that quote?

I don't recall insulting him. What I do recall is saying that I believe his story is fabricated, like underpinnings of other threads the OP has started. IMO< that sort of thing does not belong here. If someone wants to start a thread posing a "What would you do if?" scenario, I'd be good with that, but making up stories and trying to sell them as truths is dishonest. I don't believe this is the place for that sort of thing. That's why I care that the story is not true.
If you're implying we'll buy bridges, that's insulting.
If it's a good "what would you do" scenario, I don't particularly care if it's true, YMMV. It doesn't make me a sucker who'd buy a used bridge.

The moral of of the story is: check bikeindex before, not after, buying a used bike. Having gone through dozens of used bikes, as both buyer and seller, it has never occurred to me to check any of the bikes that have rotated through my stable.
While the OP's story has reached a positive conclusion, I believe the proper path forward in cases like this should be to contact the original owner, make sure they can confirm the bike is actually theirs, find a way to get the bike back to them, hopefully get reimbursed for your troubles (not a must, but nice to have; my friends and I always offer rewards if one of our bikes were stolen), and report the seller to the police (and/or ask the original owner to amend their police report). Now if it was a "high value" bike I would definitely hint to the original owner for some sort of reimbursement (start with just stating how much you paid for the item). If the original owner does not offer reimbursement, one might even pursue a civil lawsuit against the seller to recoup the loss.

This is an honest question, just curious: why did you check the stolen bike database? Was there a reason you suspected it was stolen? I'm not saying I do everything right, but as I mentioned above, I've never thought of used bikes I've bought being stolen, nor have I ever felt an ethical obligation to check on them. Thanks.
Not saying it was the smartest way to do things (and I'll remember to check BEFORE the purchase next time), but I see how OP ended up here. Some of us have bought and sold a handful of bikes in our day, not dozens.
