It's called Pletscher 4B Athlete System 20 inch.
I got mine 5-6 years ago from Thor. I bet you'll find it. It's light weight, super strong, and very adjustable. I often carry a heavy guitar amplifier on it.

Thanks! Those fenders are SKS brand. The Bluemel B53 model, I think, in 20". They measure 55mm across so, check for that and you should end up with the same ones.
