Specialized call it their SWAT box: storage/water/air/tools. Newer models actually have a SWAT cavity in the downtube, no external box.

It looks ugly, but it works. I took it off originally but ended up mounting it back up on my Roubaix. It neatly holds a spare tube, CO2 cartridge and inflator head, multi-tool, and tire lever. Plus has space for a folded bill.
If people ask if it is a motor, I just say yes.

Doubtful as I know Specialized had in frame storage back in 2015 at least and I am sure others have done it as well. Also technically back in WW2 Gino Bartali did carry documents and papers inside frame tubes to hide them from the fascists and nazis in Italy so you could say Leggnano was the first

I do believe the Swat Box requires use of the Specialized tire levers. Can't have Pedros or others in there as they don't fit. In a seat pack I can put a cell phone, two tubes, Pedros tire levers, patch kit, C02 and a snack. Swat Box can't do that. Still need a saddle bag. What's the point other than another 50 bucks in their pocket?

Seems like the Trek method - removing large section of downtube - does what a convertible does to sports/muscle cars, e.g adds weight, reduces rigidity... which in turn means adding more weight to reinforce the area with the hole. I'll stick with jersey pockets.

The real reason is "aero."
UCI bikes aren't allowed to have fairings & what not, but are allowed to have a tool box. So it's a tool box that coincidentally has some aero benefit.
Some of the newer fancy aero bikes tend to test better in a wind tunnel with a pair of water bottles installed. Go figure.

I'm pretty sure UCI rules prohibit anything inside the main triangle except water bottles, and the shape of those is tightly controlled, The bottle on the Cervelo P4 is definitely not allowed.
