I posted more pictures in my gallery. Pulling the fork showed white paint on the steer tube and "Davis" hand written on it!

There was a small crack in the paint on the down tube. Sanding it down revealed some cracked body filler and a small dent. It also looks like a two stage paint, not powdercoat. The frame has some rust damage that hopefully I can sort out. I can also confirm the Gipiemme rear drop outs.

IIUC the Road Ace 12 had down tube shifter tucked up on the top of the downtube, not the side.
