That way when you push your bike up to a curb, you don't have to get your pedal set just right to hold the bike up (hopefully).

I assume not but looks almost like a homemade Softride.

55cm, 18speeds, High Velocity Elite bike with full Shimano 600 tri colour components including the hubs, 650 × 23c Araya ADX-510 wheelset, Profile carbon fiber fork and Syntace aero bar with SIS end shifters. Comes with a Specialized Sport bike computer.
The bike is in excellent condition.

It used to be common to invert the bars like that.

That is the first one that I've seen where they've moved the brake levers too (no right brake cable).

I call that the BMX Resting Position. Lotta older teens in my town have BMXs which are, of course waaaaay too small for them, but they mostly just hang out near the skate park, sitting in the BMX Resting Position. They can't really ride them that way; when in motion it's always stand up and mash.
