Okay. I just did a PhotoImpression manipulation to show you how to attache the rear derailleur to the frame. This should explain it.

Many, many years ago, even high end road race frames used that style of derailleur attachment.

Why? Just use the proper hardware in the correct place. The frame has semi horizontal dropouts. Claw type derailleurs have been used with them for over 60 years
