That paint is in terrible condition. It may be original but is completely missing over large areas (fork blades and bottom bracket,...).
Remember, the paint is there to protect the steel. No amount of wax will stop the steel from rusting - slow it, maybe; stop it, no.
Save the frame - get some touch up paint. Get a close match. There will be no concern about "fraud" and the original paint's patina will be preserved (where there is paint, that is).
Some things (like the fork crown) are really thick steel and losing a little material to corrosion is not a structural problem. Tube walls are very thin and really cannot tolerate as much loss of material.

Okay, I had great fun cleaning this up, but the bike is far too large for me.
It needs a whole lot of work to be properly restored, and I can't do that for a bike that I can't even straddle the top tube.
