In different settings, 700c tubular tires/rims may be designated as 27" or even 28". I've seen this on the tire's packaging.

Older English racing bikes were made to accommodate fenders, so were fitted with longer-reaching calipers.

A typical early-70's Raleigh Pro would easily take 27" wheels, but the complete bikes always shipped with 700c tubulars.
My '74 Pro below with 27" wheels/tires (came to me with NO original parts, had to strip an old/rusty Windsor Pro for the Campag gear)
