This was one of many bikes that came into the shop today; no one can pinpoint what it is. I'm hoping the brain trust here may recognize some aspect of this frameset. It has full Nuovo Record, no front wheel, and a newer rear wheel, but with what appears to be a Regina 6-speed freewheel (I didn't get a chance to peek beneath the dirt, busy days). There's also a faint rectangular ghosting on the front of the headtube. I didn't have a chance to snap a full-bike shot. Lots of paint is scraped away, a fair amount of surface rust, but overall not terrible. Unfortunately, most of the name has been removed. What I've been able to make out is it begins with "Li" and then maybe a "g" or an "o"? The last two letters appear to be "t" and probably an "o" or maybe an "e"? The lugs, fork crown, and bottom bracket windows seem like they may be more useful for identification. There is a serial number on the bottom bracket, but it's actually easier to see in the photo than in person, and it's not easy to see in the photo — 2, 0, 8 or 6 or 0, 5 or 3 or 8, 1, 0. I seem to have forgotten to also take photos of the stem/handlebars/brake levers.

The components all feel great. Haven't tried moving the seatpost or stem yet. Feels light (caveat: no front wheel) for its size; 60-63.

I'll try to get some better full-bike shots tomorrow. I'm not sure about a rear hub, but I believe we have a front, high-flange Record hub kicking around...

Agreed! It deserves a better future.
The lettering appears to me hand painted. It would be nice to have the great knowledge of @juvela brought to bear on the fork crown, which I think of as an older style. Might this be a bike from the sixties? It would be nice to see the dropouts.

The lug pattern looks quite similar, if not exactly the same, as those on a '69 Masi Special I was once curating; now owned by Bob Freeman:





So, possibly the OP'S subject bike is a 60s machine? Btw, Bob referred to this pattern as 'Gianlucca', or something like that.

Too bad about the state of the frame since it looks like a very nice one.

As noted by others, the decals are Liotto but the frame has all the telltale signs of a Giuseppe Pelà build.

I don't think the decals were applied randomly; I've seen a couple of other Liottos that were made by Pelà.

Pelà only did contract builds, so you will see his work wearing decals of all sorts of brands (including Masi, as Drillium Dude pointed out).

I have come to prefer "patina". Picked up a Frejus in similar condition. Treated the rust, cleaned it up and called it good. I just like bikes that show their age.

This will be a fun project!

How would you treat the rust on an example like this? I ask because my experience with oxalic acid baths and old decals has not been an entirely positive one. I'm hoping you have another solution.

Amazing info from everyone who’s contributed, thank you so much!

RD reads “Pat 72” which seems to put it near the end of Pelá’s time building. Seatpost came out without much struggle. We also had a set of wheels with low flange Record hubs laced to Ambrosio tubular rims. The bike underwent a flatbar conversion before coming to us, so no Campy brake levers. The 25” seat tube makes this more tempting.

I don’t know why people always complain about getting to these seat clamp bolts, it was pretty easy for me.

bathe it in a nice warm tub of oxalic acid solution, stir until done.
This is worth some effort since it's a Pelà...have at it and take your time.

Great find! This reminds me of my ItalVega. I spent a good amount of time bringing it back . I was lucky in that my entire frame was chromed under the paint so when I got the rust off, the chrome poking through gave a nice look. Can't get nothing past y'all! Already replaced. Luckily we had an extra set of shifters, so I was able to replace the bolt. The right/rear shifter has quite a bit of lateral play. I meant to check if the nylon washer behind the metal cover was oriented properly today but got caught up in the usual business and forgot to check. Are there any other potential culprits that could contribute to lateral play in those shifters?

depending on generation of shift lever set washer behind outer plate may be metal

play you mention may be due to incorrect washer being put in or more likely simply left out

since stop plate is chrome with a housing stop it is not all that late

previous generation had black oxide finish stop plate with housing stop

next generation has alloy stop plate without a housing stop

sounds like you are having plenty of good fun with this Peppino!

Pulled the shifter apart during lunch at work. It seems like the rivet or whatever holding the shifter to the clamp is what’s loose.
