Yep.

Stack height can be increased with spacers and risers (in the case of flat bars). And seat height is even easier.

Reach is hard to reduce much without altering the steering handling.

As someone myself who needs a higher stack to reach ratio for a road bike, I have found that sizing down for the reach works better than sizing up for the stack.
