Thanks for all those who commented. I got both of these freewheels done today. The first one i left on the wheel. I applied some penetrating oil in the crack as suggested in some posts above. I turned it 3 or 4 revolutions and it suddenly became freed. I put a little more in and took an air nozzle, blew it sideways on the teeth of the largest cog and spun it that way for a few minutes. I then oiled at the same location.

The second one, I decided to remove since I had received the tool I ordered. I am fortunate to have a vice so I used it with the tool held down by an axle nut. It came off fairly easily; I think this bike has never seen rain and was alway stored inside. I ended up taking the same steps to free it up. I greased the threads before reinstalling on the wheel.
